No, they want everyone to take the bloodoath, something that is opposed by the scarabs religion. Scarabs are forced to hate empire as much as they'd ever hate a servant of the dawn. Doesn't help that empire likes taking every item they can get their hands on.
It's funny, this paragraph is completely anti-Scarab. Anyone who wants to attempt to get a Scarab, don't listen to this guy.
