. No. It is far better giving them powers as such. Firstly, have you any idea how many really good players have turned sects... plenty. Why? Because, it wastes time with no true added advantage other. Secondly, your point of forcing the Emperor and Sect Leaders in the cabal so they would induct people rather than go out and risk their lives is valid. Plenty of times I have gotten very tired of sect leaders shrugging me off, Istendil was infamous for this.

. In fact I would move for more powers such as give the emperor all the powers of the sects, nightfist, orderly mind, ect. Same would go for the leader of battle getting the powers of all the three sects. Leadership rolls should have a very solid gain. To prove such, make a religion where the immortal doesn't induct, the tattoo weighs 10 pounds and does ziltch. It would be a very cold day in that shrine tonight.
. I think that the point of your post should be taken into account. Your suggested way to achieve the goal misses the point (for further info on missing the point see: http://www.theonion.com/onion3534/missing_the_point.html) the best way to do this, in my humble opinion, is to requre that when an interview is requested by a bloodoath the leader/emperor should be required to conduct it and upon examination eather induct or anathema. Reasoning being the empire is required by Imperial law to act for the greater good, and new blood in the ranks or quickly weeding out the weak is the epitimy of this.
