I would have to say up to 40 hours with no response is fine. I mean you do have to catch
them while they are on, and sometimes they might want to see how you act, before they actually talk to you. But good lord, if you have been trying for empowerment for over 200 hours then you are doing something or there is something totally wrong. At that point I might even go as far as emailing the imm to see what is up, even if it is just asking if you should give up.
