I don't think you should make a cabal just to destory evil races or classes. I know for a matter of fact there are plenty of good people playing evil only classes or races because they are forced to. What I think is really needed is a cabal that opposes the empire and scarabs. That would hit the root of the problem, and it would bring balance.
