What if there were no Arbiters (including the rest of the cabals)? There would be chaos, people taking the law into their own hands. Nobody would be safe except the exceptional pkers/roleplayers. What would newbies do? Without Troupe I admit that it wouldn't have too much of an impact on Thera, but damnit they sure as hell are entertaining. No Scarab cabal means no religion basically. The list goes on. Having no cabals would not increase the quality of the game, if anything it would decrease it.
