The first scourge was all you needed, really, once their weapons were gone. Even a minor offensive form would have been infinitely preferable to spamming scourge, not to mention all the other spells a transmuter gets. Flee and halt, soften, slow... all preferable to spamming scourge on people that are obviously hardly being affected by it. Just my $.02
