Such a thing is impossible to really do thoroughly on a non-pay game. You've seen how much trouble it is maintaining your iron rule on this dinky little forum. You could have people register their characters by E-mail and/or IP. But those are very, very easy to fake. How do you tell one AOL/Worldnet/etc. user from another? You don't. The only games that have been able to realistically enforce a one-player, one-char limit are pay-to-play games that require a credit card #.
