You can't have people get prompts faster from a haste, and stacking a benificial spell doesn't make sense.

SO I suppose haste would just be used to counter the slows, and other than that just work pretty much as it does now.

The imms might consider putting in a variable effect that is based on the caster's level, that makes it work on a sliding scale.
