Obviously, this is wrong, but is a special case of 'corruption'. It happens when an Arbiter, for one reason or another, 'snaps'. It falls under the category above of 'flagging people who've broken no laws' and is most often done by a player who is tired of the character. I say that because the arbiter is NEVER forgiven or given a chance to 'make good' after a situation like that, and they are usually screwed as far as the rest of the player population goes also (except maybe Entropy). No argument from me that it's flat-out wrong, though.

You may call that corruption, and that's your right, but it's not -- at least, not as viewed by any of the Immortals of Thera (Arbiter or not) or any of the Arbiters themselves. See, when someone who is a criminal dies, all their equipment is considered Propert of Arbiter Cabal. If a particular Arbiter decides to give back some items, that is their prerogative, but there is nothing anywhere saying that they have to, and if they choose not to, then they certainly aren't considered 'corrupt' by anyone in the Cabal. (Unforgiving and heartless, maybe, but not corrupt.)

Is it annoying? Probably. Is it unjust? Many will say so. Is it the way things are mandated? Definitely. If you don't want it happening to you, don't become a criminal.
