I'd prefer that the helpfiles, if they were made,
be flagged so that only members of those cabals
(and within Empire, sects) could access them.

While it makes little difference for, say , Empire
where the cabal powers have been the same for some time
and widely disseminated, it would be nice to allow new
ideas and tweaks to stay semi-secret for a while.
