This is just a guess, but perhaps the law views familiars the same way it would view trained (non-charmed) animals.
It would not be legal to train an animal to break laws, since this is just an indirect method of lawbreaking, but killing an animal is accepted (since the animal is not a player).
Yes, killing the familiar hurts the conjurer, but the law views this as the conjurer's business.
Again, just a guess - I'm no Arbiter.
