If anything, I'd rather see the arbiters toned down a tad, to make the cabal more interesting to be in. You get enough strength to absolutely wreck most if not all criminals, you get to call guards even without the Book, nevermind that you've got the single hardest cabal to raid if defended (because of the flags, and the guards, etc), nevermind that Entropy is the least organized of all the cabals to fight, and that most entropies aren't so hot at fighting from what I've seen.. yeah, really, I think Arbiters need more power.
