The Cult is based on Scarabaeus's religion. To be a member you must wear a tattoo...I refer you to the help scarab file in game. What the file doesn't tell you is that along with the tattoo you will also be inducted into the Cult, because the Cult is also a Cabal. I won't discourage you from looking at Scarabaeus's webpage, but I'm not sure it has been updated with the Cabal info either.
