As far as empire goes...I have a few thoughts. Let me start out by saying I've never had a character in Empire and am almost always the one being gangbanging by a horde of non-roleplaying shmucks.
Empire has a very unique niche of being a cabal that is evil and lawful, and a force that requires some bit of teamwork towards a common goal. Yet, you're always at odds with each other, bc you're all really evil and out for yourselves. Ideally you'd have a few intelligent leaders that "take over and reap the benefits" and hordes of simpler, stupider people to take advantage of (citizens). In a this perfect world one out of every ten imperials would roleplay a leader while the other nine would beautifully roleplay and idiot who gets taken advantage of. Well, that doesn't translate well, because the people who can roleplay aren't going to roleplay an idiot who gets taken advantage of. So the only idiots you get happen to be people who can't roleplay. It's up to you to make that translation for them...you see an unroleplaying slob...think citizen who will never ammount to much.
