Sounds to me like the Imperials understand Cabal philosophy, then. Citizens are expected
to serve the Empire in a useful way, or die. Sometimes, this means killing enemies. Sometimes,
it means administering the BloodOath. Sometimes, it means monetary aid so the Empire can continue
to build and guard the Palace, the Road, and the like. I'm not clear why you think Citizens should
stand around handing out gear to those who are too weak or lazy to go get it for themselves.

Actually, for all the Imperial-bashing that goes on, it's worth it to ask what Cabals roleplay their
philosophies, ethics, and morals correctly most often. I wouldn't say the Imperials are at the top (my
vote would go to Troupe, although I do not know a lot about the Scarabs), but they are far from the bottom
right now. If I had a nickel for every bumpkin that thinks they know exactly what my character is about
just because of his cabal affiliation.. well, I'd have a big pile of nickels. There are several Citizens
who have taken the time to flesh out a role and background. There are several others who are goons with swords.
If you're going to sling around crap, at least realize that much.

That being said, more induction will be the key to Empire's long term survival. Having a new Scribe (I assume the old one
is Anathema for refusing to obey orders.) is the first step towards getting things back on track, and the sect leaders hold
the reins right now. Show up, induct, grow strong. 'Nuff said.
