What is the best race to be a warrior staff/spear spec. except felar? and why?

If the class you are playing, let's say anti-paladin per example, doesn't have dodge, does a hi dex will help parry better? Can an arial parry better then a human? When you read the help file about dex, it says it increase your dodging ability, does it means your defences in general or just the skill dodge?

Thanks, english is a second language for me and I'm a little confuse about the dodge thing.
