Well part of it is that Empire isn't helping master against battle now. Like last night there were easily 6 or 7 empire heroes on for a long time, but they didn't help the masters at all against battle.. something like genofen vrishnar nebrevata nastrael and a few others I know are empire, like a transmuter and an invoekr.
