Game balance was exactly the reason that I suggested that the cap be at ~95% or so even in worst case scenarios. It would be a tweak, not a jolt. You might notice that I only suggested capping "mental" skills, so giant warriors and such would be barely affected. (Stuff like lore, feint, haggle, and meditation would qualify, but few other warrior skills.)

As far as the fire giant shaman, I'm sure the "cap" problems he would run into would be annoying, but then again, his weapons/defenses/other physical skills would then be partially based on attributes other than Int (his lowest), so he could learn them much more quickly. If you've ever played a fire shaman, you know what the practice looks like.

Under the current system, the ability to intentionally practice skills actually undermines a drawback of the dumber races. It allows them to substitute RL time (co 'sanctuary'; co 'sanctuary'; co 'sanctuary'; etc.) for intelligence to some extent, by allowing these characters the same eventual level of mastery as the other more clever races. This is why duergar and giants quite popular, even though they are not terribly bright. Low int and wis just isn't seen as a huge hardship by most of the CF playerbase. This would give those attributes a little more weight in a character's later life.
