First of all you could easy ask somebody in game.
But looks like you are newbie - so some guidelines.

To check is item limited - try to put if in container.
It would say item is too powerful to be contained for limited ones.
Using identify or lore (if 100%) would reveal all information about
item except special powers. If you do not have them yet - ask somebody who have.
Basically all mages get identify around 15th rank. Clerics are a bit latter.

If nothing helps you could check item search here.

Oh concerning helm of control :
is it good or bad ? It is up to you to decide.
Sometimes warriors use that helm.
I would not give you stats just say :
it makes you stupid and less wise and increases your damage.
you could not remove it willfully unless you uncurse it.
