What's with the new Dawn apostle's?

What's with the new Dawn apostle's?:

I have heard of Starlan, but he seems a bit young to be an apostle. Ilobel i do not know anything about. Why are they both suddenly chosen as apostles over Raztibelt,Reichanov, Milia, Daerinsen...? How are they deemed more qualified than a lowly warrior and from what i hear an annoying and lousy rp'ing healer that can't find his way around?
