This is a product of human nature, not a product of stagnating RP. You could ignore cabals/religions altogether and RP any good-aligned character you could think up (and would probably be well-rewarded for it, if you were clever). Most players of violent games like CF are interested in doing what they want when they want, or at the very least having the freedom to do so.
