He's certainly not required to flag any of his followers thusly, but if he thinks that there is ONE paladin following him that's just SO good, he's essentially a miniature version of Shokai himself, then he might decide to give that paladin a slightly larger version of his own empowerment. The paladin in question could use that "extra" empowerment to his own advantage, perhaps, with added statistics or powers on the tattoo, or with a leaderweapon or something, and he could also benefit Shokai-seekers by giving them "temporary empowerment." Meaning, giving them the ability to access their supplications up to the 15th, or 20th rank, perhaps. After that, they'd still have to seek Shokai himself for the rest, but they'd have something to do in the meantime, and they'd feel like they're accomplishing something, rather than simply sitting in a shrine for weeks on end with no god to pray to. Empowerment up to the 15th rank is really not a large thing for a mortal to be able to hand out, if he's been deemed worthy by his god.
