I believe this is for when necro's and such summon aggressive mobs into town and lead them to ms and leave them there. The mobs are like rank 51 and kill anyone who comes in the room pretty much. Correct me if I am wrong.
I am not sure about the charmed part, so any other comments would be useful.
It just basically says: Arbiters, don't attack anyone unless they are wanted if they are out of your pk range.
