I think the idea is that just about any race *could* theoretically learn to be any class.. you just can't roll up non-standard combos, but there could exist 1 or 2 mobs who are of that class..

for example:
Jade Elf Assassin, Dwarf Thief, Duergar
Assassin, Felar Shaman, Dwarf Mages, etc.
I've seen all those as mobs before, so it's
not impossible really.
Why can't you roll one up? Probably because
then there'd be six million of them, instead
of just one or two.
