I have to admit, up front, that I did not read the full details of all of this. I don't have a rager currently, either, so this may be completely incorrect (although I WAS rather recent, so I would hope not).
The reason Battle takes the Codex is because Empire takes the Head. It's really that simple. As Maclochlan, during the time when I was on alone with 5 Empire heroes and 8 Master heroes, I would strike up conversations with Quinthen and Gharik (in between deaths at centurions). Basically, I would suggest to them that we form the same sort of relationship as Battle does with Sylvan. A rager has no real reason to go up and start bashing an Imperial healer (or shaman, or bard, or blade-sect member). I would try to reason with Gharik that if he truly believed his sect was strongest (as he should, IMHO) that there was no reason for him to 'protect' his magi friends by taking the Head. I would tell Quinthen that there was no reason for them to take the Head, either, and that Battle would simply kill their magi, and probably vice-versa.
The problem? Empire is out to rule the world, not to rule all but the ragers. So IC, Gharik and Quinthen can't just say "you're right...here's your item back. Just don't kill me, just kill the magi."
Now, it seems to me that the Empire does this sort of thing with the Masters. There are many IC reasons of why this happens, many I'm sure I don't know about. I'm not complaining about it, in the slightest. To each their own roleplay, and such. But to compare the Empire and Sylvan (in the eyes of a Veteran or Leader of Battle) is ridiculous. Battle raids Empire because Empire raids Battle. You can bet that if Empire and Battle declared a truce, it would be short-lived. Sylvan isn't interested in having Battle's item, only in protecting the forest and killing defilers (be they Battle, Empire, or what have you).
To use your logic, Battle would have to declare war on literally every cabal. This has been done before, usually when Battle's numbers get big. Then every cabal in the world did a "join up and kill battle" thing, rager heroes stop playing or con-die or both, and then you have a rager leader who has thrown the entire cabal into another 6 months of sucking.
Now, to continue that sort of cabal policy would be ridiculous, right? When you've got 1 or 2 heroes that are on, ever, and a bunch of lowbies that can't ever level because the Head is ALWAYS gone? And to keep doing this for years and years, trying to have everyone's cabal item? Stupid. yet this is precisely what you seem to be wanting Battle to do.
