1) If you look at the equipment lying around, it's very easy to boost mana. Few people take those items, and several of those items do other nice things. Finding good +hp gear is usually more of a challenge.
2) The reason most people go for the +hp gear is that as an invoker, running out of mana is rarely a problem. It doesn't hurt you while practicing (having more mana means you can spam more spells at a clip, but also have to rest proportionately longer), and it just means that your group may have to rest more often while ranking. In PKs, mana is only a factor in long, drawn-out struggles. Of course, having lots of hp in those fights is nice as well.
3) The only cabal that might make me think twice is Masters, and I'd still train hp. You won't have transform up when you are ranking/practicing, and having more hp is a nice insurance policy there. And there will be days where you don't have the orb, and need to get it back. With the Orb, you're pretty damned tough anyway. Worry about the times you don't have it, because that's when you'll need to take your chances.
