One should not be flagged for merly walking into an entrance. The guard is there to prevent one from entering further. If the guard was not there...then aye..flag the bugger entering the area...but unless that individual raises their arm towards striking the guardian...then I'd say that is truely bending the law there to fit ones needs. I can see an arbiter telling someone to come to their Cabal so they can interview them..then as they stand before the guardian...bam..that someone becomes flagged a criminal. Interesting indeed.
