Well, shit, if two warriors in each others pk range are both in the warriors guild at the same time, there is the potential for a fight to start. Perhaps arbiters should just start flagging everytime 2 people in each others pk range enter the same room in a protected city? Just because there is a potential for said person to attack does not mean they will.
