Well, there are several factors that make flurry less powerful, than what you seem to think it is. First of all, you can wimpy in the middle of it. If the bard was stupid enough to have wimpy 0, well, his bad. Secondly it is a bitch to practice, mastering it with a giant takes a looooong time. Ok, it is a bit easier for a rager, since he doesn't lose move.
Third, it leaves you as a sitting duck for 4 combat rounds.
