Yes, it's mostly an IC distinguishment. BT once told Aradan that he gave him legs for a reason and that summon wasn't always the answer, and he takes this as being much more the case for nightgaunts. If you can't kill someone by walking to them, and you need a gaunt, that's pretty weak.
On the other hand, if the conjurer is a skilled conjurer outside of gaunting, and it's not his one trick pony (Peroleth, for example), then he views that as acceptable. He's never seen Iracundur do anything but gaunt, and thus thinks he's a pretty worthless fellow who's afraid to do anything but gaunt because it has no risk for him or his shiny things.
