Is it "easy" to follow a person around for half an hour? Without losing them (this gets harder as magic gets involved)? Without them quitting? Without messing it up and spooking them? I'm inclined to say no.
Tracking ability is one of the central skills of any character in CF; it's one of the universals. As TA approaches infinity, the balance of the game gets very distorted and things like healers start seeming like the most scary things alive. In reality, no one is that freakishly good at it.

Sure, you could sit at the outerguardian of a cabal and start stalking, hoping that the person will walk out eventually rather than word or teleport or just plain quit and that someone who sees hidden won't show up (among other worries). If you want to sit there waiting possibly hours for them to come out, all for a relatively small chance to put them down, hey, more power to you.
Of course, if you're willing to kill absolutely anyone, yes, there will always be those assassinate sugar daddies. You know the people I'm talking about. They stand out on the Galadon battlements for hours on end just begging you to kill them. 'course, those same people generally tend to also be duergar warrior sugar daddies (SMUG, I'm lookin' in your direction :p), paladin wrath sugar daddies (if evil), battle sugar daddies (if magicky), etc. In other words, the people who are "easy" to assassinate are just plain easy to kill. . .and you can probably just cut to the chase on those folks and spam some throw.
Now, having a good chance to kill anyone who was at 100% hp -- that's easy.
