Hmm... I used fireball wands and scrolls frequently (see Peroleth vs. Minalcar) and they never hit my mobs. Only staves seemed to hit my mobs, because of the way staves are apparently coded.

Gas breath probably functions in this way also because it's an old spell (hasn't been player-castable since the first age) and hasn't been fixed to take cabal and such into account.
