Its an echo. They go off randomly and different areas have their own echoes. If you wait on the Eastern Road for long enough you'll find other examples such as farmers passing by and saying Hello or a stagecoach without a driver going by.

And don't worry about idiots like Narev. They don't really know anything and they think something like that is funny instead of lame.
