I hate to say it but, despite the fact that this was a pretty mean thing to do to a lowbie, I wouldn't consider it a punishable act. Convincing someone to do something dangerous of their own free will isn't a rules violation. If they convinced him to spam the mud (like the idiot that was trying to get people denied by pressuring them to yell specific phrases 30 times) then yes, he'd be history.
