Personally, the RP reason I've allways used for the pk range is that anything below your range is so insignifigant that you shouldn't bother with the weaklings, and anything above your range is so powerful that they just fight on a whole 'nother level. I know it doesn't cover everything, but it's the guide I use. If they aren't in my pk range, then for most normal purposes, they don't matter.
