It happened to me a few times, I remember the same thing with cyclone. My theory is when you improve a skill you roll a new target number for improving the skill again, modified by whatever type of skill it is. Since cyclone is such a simple spell, it must be easy to roll the equivalent of a '0', thus automatically advancing you again. Or maybe not. Who cares, just smile.
