Ktavialt was a fairly interesting necromancer, owing allegiance to the Black Conclave (Vilhazarog's religion). That special thingy he did was part of that religion.

Not only was he not a Scarab, but he was an Imperial Council member. (Later Anathema, I think.) Kinda different. =)
