No..they are allowed to raid any cabal except Ragers. 90% of Dawnies raid Empire regularily, on occasion you will see a raid of the tower and sometimes for the Icon.
one dawnie raids the village once to get the book and he got booted. (although as I understand it there were so many corruptions and twists in the story told that got him booted.)
