I just answered to his statement
that "guards are PK power like deathblow/dopple" (or something like that) and how dangerous it can be
because it is really easy to abuse arbiter powers.
You don't need to break rules/law to abuse them.
it is not necessary to attack with guards people who are not criminals or whatever.
You may just "provoke" the crime and jump in with guards, or you may even do not try to prevent a crime
that goes to happen soon and jump with flag/guards as soon as it happens.
It is not against rules/laws, and even more, you may
have an excuse like "it is written in my role that I am greedy bastradous arbiter"
but it is an abuse of arbiter powers and that is the main reason why people hate arbiters even if they
don't cheat obviously.
