If you were marked wanted, and knew that you would be hunted by the arbiters would you wait to fight them on their terms or anyone for that matter or would you bring the fight to them in all preparedness (not a word i dont think)? You are upset that you got attacked by a wanted person!?

This just in..Arbiters have to occationaly fight wanted people.
And as in your last whiney post about this crap I explained the reasoning behind war on the cities by the village. Arbiters protect magi from ragers..arbiters then must die. EXACTLY the same as you flagging a rager for bandaging a fellow rager who was wanted and fighting special guards. Hell you will flag for attacking special guards while you raid to kill a wanted rager..even though its a raid..anyway i digress. Point is.
