the thing is that in the history of cf, masters have tended to punish ragers when they dont have a leader, but also arbiters. especially if the leader manages to get a war going with arbiters before they delete/quit.
decline in battle happens not only when leaders dont show up, but when they stop interviewing/inducting.
If people role and play chars for hours then get ignored it puts them off from trying and those people will go play another cabal.
IMHO of course
