I don't know, but there are definate disadvantages to Light of Heaven that you wouldn't know about unless you are playing a Paladin that has it. For example, if that was just Balrahd and Sevarik, and Sev used those same tactics, Sev would have lived through that encounter. I won't lie, LoH is the best dispel I've ever played with (and dispel happens to be my favorite spell from way back), but it definately doesn't work every time against every affect (like you seem to suggest) and given its limitations, I don't think it's going to make a crappy player win against a good player.

Also, keep in mind that not even close to every Paladin has Light of Heaven. It's not something you have to face every day (unless you are facing a few very aggressive paladins that have it that hunt you down every day). Here is my opinion, though I'm not an Immortal, so take it with a grain of salt (it's just something for you to consider):

Competition is just starting to heat up at Hero ranks. See how these paladins fare. If they start kicking ass against people that are much, much better players than them, then you know you have a class imbalance. In this case, these three Imperials lost because they were just sitting there in the middle of a raid. I wouldn't be caught DEAD sitting still with four people in range bearing down on me. That's why they got tooled more than the use of this power.
