Having seen Zorszaul fight (from a groupmate's perspective, as well as many Forum logs), I can verify that:
Zorszaul's First Law:
The amount of whoop-ass used is the amount of whoop-ass it takes to beat you safely, and no more.
Zorszaul wasn't using chromatic fire because it was his best option. (Although, if he was manacled, it's not bad.) He was being sporting. He could have very well used a wand of magic missile, or pummeled you with some random item he found lying around, like the crappy shadow dagger.
Why? My guess is that he'd like to see you come back for more whoopins. Letting you think you had some tiny chance of hurting him might do that. Also, this lets him keep his "real" fighting tricks in the bag. No sense thinking up clever things only to see them all over the Forum 20 minutes later. Plus, it fits his sense of humor. Finally, it's intimidating. You really don't know what his upper limits are, and given his past, you probably think he can do just about anything.
