Only if iceshardguy had gotten wanted (when I saw the Enforcer that was my first thought...having him see "You are now WANTED!!" just then. Mr. Murphy must have been taking a vacation that day.)
The Enforcer never "screams and attacks" against anyone. That'd be insane. Fighting a battlement guard and have him jump you. Eek. He attacks criminals only.
