There was a gnome lord when Quintius was Lord of the Light but I can't remember his name. Anyways, the gnome lord came up with a policy that the immortals either thought was a good policy or decided to take a hands-off approach to.

In the Hall there are books about raiding cabals for criminals. In those books it says that you cannot flag people for defending their cabal when you're raiding FOR A CRIMINAL.

However, there is no policy that says that you cannot flag defenders when you're raiding a cabal FOR THE BOOK. That's what happened in this case.

The arbiters were retrieving their book and following the policy that that gnome lord came up with back in the day. It's a hold-over from Minalcar's war, so again, you can blame him and the gnome lord for it :)
