You have to wonder about the appeal of a master lich...:

If in fact they do lost transform, well you're pretty much looking at tome and magic control or whatever as the only two perks.

I would assume that the Master non-aggression policy is still intact, in which case as a lich you're pretty much limited to sylvans, ragers, and those who go out of their way to make themselves an enemy of the Tower. That kinda limits your access to phylacteries as you have to rely on corpses left by other pk'ers.

I would think the Empire, Arbiter, Scarab, or Entropy lich would have to be more appealing as you're free to pretty much kill anybody you want whenever you want.
