I think it is fair, the only way a falcon stand a chance against the eagle in the air is fleeing or having the perfect protections, You remember that guy who called himself master of the air? He had an eagle form. Well, I killed him with a falcon but I had to try so many time and get him unprepared. An advice, if there is a falcon in the air, don't fly unless you have barrier, protection and shield (and maybe someother things I'm not going to mention) ahh his name was Wollshied or something. Anyway, the falcon is more strategic then pure damage. You can fly almost anywhere with it but don't expect to kill a rager or someone with good gear with it. On the other side, the eagle deals so much more damage... Which one is better? Depends what you wanna do. Personaly, I prefer the falcon.
