I think the scribe perhaps should announce it over the cabal channel when an oathed logs on. I have seen this suggestion before and think it a good one.

I have attacked a storm giant before cause I thought the chances where about 100:1 that he wasn't oathed.
My mistake. Luckily I was the only Imperial on and he didn't write a note about it.
