Master of Kans ... Dioxide the titles show him at rank 23.
He was rank 28.

I already finished off the Imperial necromancer, and 
went in to finish off the assassin in what I thought 
was a pretty equal fight, I am rank 21.  Of course 
him being rank 28 changed things.
