Some tactics are particularly "bullying" tactics, meaning, they hone in on newbies and allow people to spam/multi-kill others (this is one of those tactics).
Unfortunately, it's unlikely that the Dale Cemetary will be "fixed" by the Immortals, as this has been allowed to continue for so long (and the creator of the conjurer class is probably closely watching his flame do this and smiles and chuckles to himself), so my advice, seriously, is to "fix" it yourself until the Imms finally come around.
This means:
If you're a Servant of the Dawn, after every reboot, sanctify the Dale. Take matters into your own hands if the Imms aren't acting as your "benefactors" (and, side note, try not to expect anyone to act as your benefactor). Now, if the Dale is suddenly made immune to sanctification, then, well...
